GW at Philadelphia. GW sent Thomas Jefferson a letter from Gouverneur Morris of 27 Dec. 1791. GW also approved Jefferson’s draft of a letter to S.C. Gov. Charles Pinckney, which concerned signing a treaty with Spain that would allow the extradition of criminals fleeing justice, particularly from Spanish Fla.

Jefferson sent GW possible courses of action for ransoming captive citizens in Algiers.

Secretary of War Henry Knox wrote that he had directed the peace mission being sent to the Northwest Indians to be ready on Tuesday. He enclosed letters from Gen. Anthony Wayne and from Col. Marinus Willet.
