GW traveled from Fredericksburg, Va. towards Richmond. GW’s secretary Tobias Lear wrote updating GW on the state of affairs at his Philadelphia residence, including Mrs. Washington’s recovery from a severe cold.

Alexander Hamilton wrote to GW explaining that chargé d’affairs William Short was negotiating a 2.5 million guilder loan from Holland for the United States, which it would use to pay its debts to France. He asked that GW reply as soon as possible. Thomas Jefferson wrote updating GW on the state of affairs surrounding the funding of political buildings in Georgetown, Md. Secretary of War Henry Knox wrote to GW explaining that the United States must keep the Six Nations Tribes from uniting with the Western Indians. He also updated GW on the state of recruitment.
