GW at Philadelphia. GW forwarded Congress a letter from Thomas Jefferson of 7 Feb. 1792 concerning the expenses of lawyer John Brown Cutting in regard to his freeing American sailors under British impressment. Since there was no legal provision for repaying him, GW asked Congress to respond in the way it deemed proper.
