GW at Philadelphia. Rodolph Vall-Travers, a Swiss intellectual, wrote to GW offering his services in reporting on the current state of arts and sciences in Europe. He enclosed a lengthy memorandum concerning Quaker surveyor and cartographer John Churchman’s projected expedition to Baffin’s Bay, where he proposed to examine the effect of magnetic variations on determining latitude.
