GW at Philadelphia. Thomas Jefferson forwarded to GW a letter from British Minister Plenipotentiary to the U.S. George Hammond of 11 April, discussing commerce between the U.S. and Great Britain, specifically the Navigation Act. GW submitted this letter to Congress.

GW wrote the Senate nominating prominent mathematician and surveyor David Rittenhouse to be director of the U.S. Mint. The Senate confirmed Rittenhouse to this position that day. Watchmaker and mechanic Henry Voigt wrote GW asking to be appointed chief coiner of the U.S. Mint and enclosed three recommendations, one of which was from David Rittenhouse. GW appointed Voigt chief coiner in July.
