GW at Philadelphia. GW sent Congress the 18 April letter from the U.S. Circuit Court Judges for Pa., which ruled that the Invalid Pensions Act of 1792 was unconstitutional.

Family friend Elizabeth Willing Powel sent GW a pamphlet praising Alexander Hamilton, and criticizing Thomas Jefferson and Secretary of War Henry Knox. She guessed it was written to cause trouble between them. Artist Archibald Robertson wrote that a portrait of GW was finished and ready to be sent to the Earl of Buchan.

Knox sent GW a draft of a letter to Southwest Territory Gov. William Blount about establishing peace with the Indians. Ga. politician Leonard Marbury wrote GW about establishing friendship with the Indian tribes by securing their trade. James Seagrove wrote GW from Ga. about Indian relations, including confusion caused by forged letters and men murdered by Indians seeking revenge.
