GW in Philadelphia for the Second Continental Congress. GW dined with a member of the Meredith family, either Reese or his son Samuel, both Philadelphia merchants. GW then spent the evening at home.
At the Congress, it was resolved that six establishments of expert riflemen be immediately created in Pennsylvania. In addition, two companies were commissioned in both Md. and Virginia. Once these riflemen were brought together, they were to join the army in Boston, where companies were to be employed as light infantry. GW was appointed to a committee to draw up rules for the regulation of the army.
