GW, in N.Y., wrote in a long diary entry that he received a petition from printer Francis Bailey asking to see his new invention that would prevent the counterfeiting of government documents. GW also summarized a letter he read from lawyer and Ky. land speculator George Nicholas that discussed worsening tensions in the western territories between the settlers, Spanish, and Indians.

GW wrote to Congress that he received an act from the Md. Legislature, sent by Gov. John E. Howard, that they ratified amendments to the Constitution.

Philadelphia merchant William Milnor, who had business dealings with GW during the Revolutionary war, wrote a letter thanking GW for helping him become a gauger for the port of Philadelphia.
