GW at Philadelphia. GW replied to the President of the National Assembly of France, thanking him for France’s regard for the recently deceased Benjamin Franklin. He added his hope for the speedy establishment of a constitution that would “perpetuate the freedom and happiness of the People of France.”

GW also wrote Congress regarding the dangerous situation on the frontiers. He enclosed letters from territorial judge Rufus Putnam and Maj. David Ziegler, which described Indian attacks on their communities.
