GW at Philadelphia. GW suggested revisions to Thomas Jefferson’s letters regarding the change in United States foreign policy towards Spain, which increased pressure on Spain to allow free American navigation of the Mississippi River. Secretary of War Henry Knox wrote GW relaying boundary disputes and rising tensions between the people of Ga. and various Indian tribes. Irish politician Edward Newenham wrote to GW detailing alleged corruption in the Irish House of Commons.

John Mease, a Philadelphia merchant, wrote to GW asking for an appointment to the excise service. Mease never received such an appointment.
