GW signed a certificate stating that Philemon Waters had been a soldier in the Battle of the Great Meadows in 1754. He explained that he was not in a position to award Waters his claim to reward lands under the proclamation of 1754, as all the land designated for this purpose had been otherwise claimed before 1773.
